Baton rounds, (or AEP) CAN in some circumstances be 'self authorised' during a live situation (people with petrol cans and lighters for example).
In such terms of public order policing the use would be a pre-determined tactic and would have to come from ACPO... Which effectively means it will never be authorised due to the out-of-touch and incompetent management who is idly standing by and watching the destruction of their own organisation from the ground up.
I personally had some involvement with last summers shenanigans (please, no cries of walting or BS - I spent most of 2 weeks on urgent standby in case it kicked off in the local Morrisons) and had to watch whilst people got bricked and petrol bombed.
Many of you will probably have seen the footage of a 'yoof' discharging a weapon at the police helicopter?
In my opinion, that would make great news footage if he were to receive a little bit of feedback, lethal or otherwise, instead of him being made to look like a hero to the chavs.
Sportsday will, very likely, be a monumental fcuk up and I would advise anyone with the means to buy as many shares in G4S as you can!

I've often wondered if taking out plods whirlybird is feasible. I reckon its easy enough and the chance of getting caught esp during civil disorder is really slim.
