It won't solve the immediate problems but the idea for the future would require all would be drivers to exist on two wheels (not push bikes) for at least two years before they could be considered as a learner with four wheeled vehicles. I started on two wheels mainly because I could not afford four wheels but I like to think I am a better driver because of it. With only their own clothing as protection from the road they soon learn to read the road ahead (and behind and around). Darwinism will sort out those suitable to go forward into cars.
Learner driving should include skid pan tests, a log book forlearners for single carriageway/dual cariageway/night driving/urban driving/rural driving. On passing a test of some 26 miles they would then require assisted and examined motorway driving.

Driving under the influence/without insurance/ - immediate ban and, if repeated, prison sentence with escorted work in A & E departments. Driving without a full licence immediate custody and escorted work in A & E departments. Sentences of months not just days and multiple offences given consecutive sentences.

This would cost a lot of money and time so perhaps instead we could just retro fit every car with a 24" steel spike sticking up from the centre of the steering wheel.

No sooner did we form into teams than we were re-organised.
I was to learn later in life that we tend to meet every situation by re-organising and what a wonderful method it is for giving the illusion of progress whilst only producing confusion, inefficiency & demoralisation.

No lots of people now drive around in perfect conditions with Four lights on at the front. Spot or Fogs PLUS headlights. There is no point to it.

I remember the days when it was OK to drive around built up areas with sidelights only.

If your headlights are on during the day, fine just don't put the driving,or foglights on,unless you're driving in poor visibility as you will be breaking the law, clearer?
Trouble is though that the police seem not to bother enforcing that law.

West point. I'm aware too many people drive round with their fog lights on but the guy asked what these new fangled lights are and they're daytime running lights. So I see your "no" and raise you a yes! ;)
