    I expect the shift management are wary of telling the PC to drop it, after all, its just another job number and the Sgt/Insp would have been given a roasting by their boss if they had. Sad really, I know a lot of serving bobbies who do a good job with their hands tied.

    It depends. Different forces different policies.

    Where I am the ticket has to be submitted to supervision. Bare minimum with a brief explaination of circs. If necessary (For example in a case where it is likely to be contested) a partial file will be submitted with the bare bones. As soon as its confirmed its being contested a full file needs completing. At this point the powers that be will have had 3 chances to knock it on the head and discontinue it before a court date is applied for and everyone is informed.

    As for job numbers the ticket has already been issued and the PI (Performance indicator) has already been generated (In relation to Road Traffic PI's anyway).

    The Bobbies/Patrol blocks generally aren't measured on convictions/Results at court as its only their job to put offenders/suspected offenders before the court with all the available facts. Its the CPS who have an interest in positive court results. I.E convictions. (Hence why we see cases the prosecution are likely to lose being dropped at the earliest oppurtunity). If this goes to court the area loses a bobby for the day (Even worse pays him double for going to court on his day off) and the courts time gets wasted (Which has to be paid for by someone).

    In short if the facts are as they are being report it is in nobodies business to progress the case any further and as such raises my suspicions of whether we are reading the full facts. I doubt we are.

    Out here you can dish out a ticket for just about anything. If, by some miracle I can catch the local version of a chav (if they exist, not seen any yet) spraying graffiti its a whopping $5000 on the spot ticket!

    Though, in all fairness, they keep hammering home that discretion is huge out here for all but the most serious offences. So I imagine that, when it comes to tickets, the attitude test is very much the deciding factor and/or the ability to give a ticket for a lesser offence if possible.

    This would be the same force that ticketed someone in a layby making a mobile call his crime was not switching off the engine so he was still in control of the vehicle, on the upside it takes 3 days for a copper to attend a mugging “no point in rushing they will be well off by now”. Not coppers, choppers.

    You are right. It is the way people think. It's narrow minded but its true. Hence why I find it funny. As for my bold, I highly doubt it.

    If we take the reaction of the armed forces to comments of them being baby killing savages when some photo's of something that "didn't quite happen like that" are leaked into the press it only served/serves to further alienate the groups. A disappointed armed forces ignored/ignores public reaction and those members of the public who would be outraged just started/start facebook groups and ranted/rant about it.

    Old PC Shiney B0llocks might be a c0ck. Then again he might not be. The press hardly have a history of providing accurate facts. I personally suspect there is more to this than meets the eye[u][i][u] as if I can't get somebody to court for having their finger prints found in a stolen vehicle and a witness to say they have driven it then I highly doubt this summons file got beyond this PC's Sergeant, Evidence Review officer and the CPS.

Internal release from S/Clyde(my force) states that there is more to the ticket, and both the Sun and The Daily Record were told this by media relations, but choose to run the story as is. Doing the usual, "media will decide the truth".

    Back to real life..M8..all this Nu-Liabour 'ga-ga land'...if you pull in £1600.00.pm. net(av.wage) before mort/rent/food..etc.marching down to the cashpoint for £3000.00 just 'aint' gonna work..I've had £6000.00 outstanding for..11 yrs(I think..??)..probably 10 non -declarations of SORNS amongst others, debt collections agencies..I've pissed on them.'n' enjoyed it..
