The unscrupulous landlord gets the claimant to open a bank account to receive the benefit, then takes control of it. Once the benefit is in place the account address is changed and as it was the landlords signature on all documents all is sweet.

You miss the point.
If addicts wanted to not see their benefits they could have it paid straight to the landlord - there would be no need for the landlord to break the law. addicts want control of their money and so would not pass up the temptation of having it to spend on drugs. Therefore rent would not get paid and addicts get kicked out on their ear.
Are you saying that she should receive more to benefit her working or that her benefits should be cut?
I am saying that nobody should ever be worse off for going back to work than they are by staying out of it. Nobody. I am not arguing about how much anyone should receive on different benefits here. I am just saying that once someone is on benefits, they should never be worse off for going back to work.
I would choose to administer that by looking at someones total benefits and only reducing them (in total) by about fifty pence/pound earned after tax and NI.
We can not afford to continue the way we have been going. It would be much cheaper and healthier in the long term to slowly reduce the benefits of claimers returning to work so they are always financially rewarded for working than to punish them.
Tell me, how much more do I need to see of homelessness, addictions, benefits and housing? And you haven't answered the question of which sector you gained all this knowledge. Since you put yourself forward as the expert, I'd love to know and would be happy to discuss.#
Ftr those of us who don't know everything, HB rules are complicated and not nearly so straightforward as Whet would have it. LHA notwithstanding,where the rules are different in private tenancies.

I was homeless in Dumfries for a year.
My brother worked in St Georges Crypt, my nephew was a drug addict and I saw at first hand how drug addicts fall through the system.
My mother was on the residents board of Craven (now Yorkshire) Housing, and received briefs from all layers of the housing association.
Two of my cousins, who I see regularly are on various rungs of the DWP.
So, through my own experience and conversation/discussions/debates with my family I have quite an insight into the areas of which I speak.

Not only based on immigration, which should defuse the lunatic fringe somewhat, but apparently a balanced article. Trying to get veterans and high needs people on to the housing lists, and into suitable housing, is a bl**dy nightmare, I should know.
Maybe stories like this are the reason why so many are struggling to get a small Flat, anywhere, simply because of stupid rules, "positive" discrimination , and local authorities behaving like arrseholes?

I'll bet it qualifies more than yours does. I have first hand experience and the experiences of those around me.
