How about a much better plan.

Work them, sweat their little miscreant ways out fo them.

Moving a tonne of sand 500 meters, every day for the first 3 months of their sentance (minimum) should foucs their minds brilliantly.

Once they are physically and mentally broken by lack of sleep, excessive physical exercise and food that feeds the body but not the mind, we will build a better citizen.

As they grow in themselves, they are given perks such as visits from reletives.

What's the point in rehab with some of these types when you can kill them and harvest their organs?

Testing drugs on them instead of innocent lab rats also has a certain appeal. They take a life, they get used to help save lives. If they die in the process, debt paid to society.

A win win situation.
