Actofremembrance - epetition response
We received a petition asking:

“We the undersigned petition the Prime Minister to issue to all local, dirstrict and county councils a directive for the support of Pulic Acts of Rememberance.�

Details of Petition:

“In view of the increasing number of reported cases of councils placing obstructions and various red tape in the arrangement and holding of Remembrance parades. All public authorities should be given clear directives to prove at public expense the support necessary to arrange these non-polictical acts of remembrance.�

The Government’s response
The Association of Chief Police Officers (ACPO) considers that the primary responsibility for safety at parades lies with the event organiser, particularly for events of a commercial rather than commemorative nature. Their policy document, issued in 1999, says that police involvement will normally be restricted to their core areas of responsibility unless the organisers pay for police cover or take out insurance in case of damage or injuries caused at the event.

ACPO add that the level of police resources committed to any event and the action undertaken will be proportionate to the assessment of risks posed by the event. However, their policy is that events such as Armistice Day or Remembrance Sunday are events of such national significance that local police should seek to support without charging.

The Department for Culture, Media and Sport is responsible for organising the events leading up to and including the short service of remembrance at the Cenotaph. However, other events that weekend, including the march past of veterans on the morning of Remembrance Sunday, are the responsibility of the Royal British Legion.

Local Authorities have significant local flexibility on spending decisions and the Government is committed to ensuring that local authorities are able to decide on local priorities taking into account the wishes of their electorate.


So not their problem then.
