Well as far as I am aware we were allowed to bring them out although people transitting through Marchwood (narrowly avoiding the nutty peace people)were told they couldn't by their units. *
I am also led to believe that your location can be triangulated if your mobile is switched on

It is quite common on operations that the guys on the front line have mobiles/pagers taken off them and mail is sometimes proof-read and censored for security purposes. *Triangulated phone signals will not be a major issue.
One of the things that the MoD is worried about is families finding out about casualties before anyone has had the chance to notify the next of kin. A real issue is preventing families going out of their minds when the phone goes over to vmail or rings off when they only spoke to Tommy the day before. It may be that Tommy can't answer the phone for a whole number of reasons and is still alive and well, but it may be that he isn't. In a way, removing mobile phones from some troops is not only a way of ensuring that something is said that shouldn't be, but also to try and get round some of the issues around casualties and notifying the NoK. As we go more and more "real time" in our ability to communicate, the issues get more and more intricate. The simplest answer is to call in all of the mobiles out there rather than try and give the lads a set of rules for use and even more to get their heads around.
I wonder if you will still be congratulating those individuals who have 'snuck' their mobiles out and are still using them when the Iraqis pick up on a constantly emanating signal then put a couple of rounds of 155mm down on it? *Of course you will, after all saying good night to the missus and having a nice clean bot will be worth the risk - won't it? >:(
