    I think it's more when they come out that's the issue. Most after a 2 or 3 year stretch are full of beans, but it goes down hill. Last one that really tried was an armed robber that got 10 years for a job on a security van, I think he had the baseball bat and one gun between 5 of them (times are hard even for crooks!) came out after 5 and has done well, but then you'd need to triple the prison population probably to cope with those kind of sentences.
    It would be interesting to see the re-offending rates against time served - Most I've seen who had to serve over 5 years don't seem to be in a hurry to go back and re-offending v.s. the crime - e.g. car crimes, theft and robbery re-offending rates against armed robberies and such.

    Also if someone can answer, do recalls get shoved in to the "Re-offending" section? I know some prisons such as Forest Bank in Manchester is made up by about 1/3 of prisoners who have been re-called, not always for offences, but sometimes for contact with those that should shouldn't speak to or missing a curfew time.

    In my current job I was asked to set up methadone prescribing in a GP practice. No prescribing was done initially but I assessed what was happening and found that the GP's were diagnosing at least one deep vein thrombosis or suspected pulmonary embolism daily. The practice nurses were tied up dressing leg ulcers from damage due to people injecting. From the GP the patients went to the general hospital either got treated or didn't go at all.
    The more methadone we prescribed reduced referrals to hospital and gave GP's and nurses more time to do other things.
    A GP practice gets it but you're right multiple budgets don't.

    As far as Im aware licence recalls are not reoffences unless the breach was in itself a separate offence. I'll find out tomorrow.

    If recalls were handled purely by the courts we could see a good 20% population reduction in a few months. And yes 30% plus of inmates are on either 28 day lydowns or full recall without any further charges. It costs the MoJ millions in compo for unlawful detention and delayed release.

    This reminds me of a recent tale concerning a training establishment somewhere in England that shall remain nameless- a female member of the kitchen staff was working there on a day release type set-up from prison having been convicted of attempting to murder her husband. One day she reported for work and at the end of her shift she asked one of the 'normal' members of staff if he wouldn't mind driving her to the airport so that she could 'pick up her friend'. Apparently he obliged. It didn't seem odd to him that she didn't need a lift back, or that she had some bags with her.
    Anyhow, she jetted off to Spain or some place but was arrested and returned to the UK. The dim witted bloke from the kitchen confessed to having been poking the convict and ended up loosing his job, strangely enough.
