    The Civil Service used to operate like that as well. But they required receipts for everything after they introduced the "actuals" system a few years back. The result of this was that they had to greatly increase the number of staff checking the receipts. Civil Service intellect!

    b. lots of people would stay in a grotty flea-pit & eat fish & chips so they could pocket the difference

    Thus we couldn't show it was to low & the only way out was to go to receipted actuals.

    My understanding of the purpose of the arrangement is to make it near enough impossible to trace who is paying/funding him.

    I am not sure of what benefits in terms of taxation are conferred. I have looked into the odd company arrangements and it really is a maze.
