It was more what the Home Sec did not say.
He said that the government had introduced 3 important changes to improve the situation - ID CARDS for foreign nationals, E-BORDERS and increased ENFORCEMENT activity.
He failed to mention the introduction of the "AUSTRALIAN-STYLE POINTS-BASED SYSTEM" which has been trumpeted for the last couple of years. This has proved to be an unmitigated disaster as it is just a box-ticking exercise with no proper investigation of applications. Old style Immigration Service checks and investigations are now replaced by a call centre type system. Applications are not investigated, applicants are not interviewed but the application is dealt with "on the papers" and usually not even in the country where the applicant lives.
Whilst the Points Based System chaos continues and bogus students flood into the UK from the third world with no proper checks, the Home Secretary suddenly drops all references to it.

...but they won't be going home any time soon. Enforced developments for all the shoo-ins, sweeping away communities and identities , in a social engineering nightmare no-one asked for nor were they consulted. Guv might be out of power next election but local government will still be kissing migrant backsides and leaving long term tax payers out in the cold.
