House of Lords: largely conservative, but because there by an accident of birth can be fiercely independent & therefore act as a brake on the excesses of the Governing party.
Tories: Business people & landowners who had done something productive & probably had some experience of leading others.
Labour (bear with me here): Proper working people who have worked their way up & have some experience of leadership & who by dint of education & sponsorship by the Unions represent the interests of their own communities.
All: have a desire to serve the nation, not themselves.
I think you've hit upon a key point there.
I've often thought that the Monarchy could help to fill this role, if only the balance of power was shifted in their direction. They are wealthy enough that corruption is unlikely, and need not worry about re-election.
I'm not proposing a dictatorship by any means, but if the Government were forced to explain any and all proposals to 'the Boss' for (genuine, not ceremonial) approval, it would be one more safeguard against the situation we're currently in.

Dont get me wrong,I am a Royalist through and through.
But why should Government be ultimately accountable to an unelected head of state?
You need to remember that you,as a voter and a taxpayer,are the one that Government,at all levels, should be accountable to.

The general public would have the ability to veto a decision made by their representitives should relevant numbers register their disapproval.
