Humans are creatures of habit. Provide a non-threatening means of existing and you'll get a Pavlovian response, idleness. Idleness is habitual and, when combined with poor generic health and the most basic education, creates what the American's call an "underclass". We have a burgeoning underclass. I have no idea what the solution is, but a society's willingness to tolerate the non-contributors is limited. Therein lies the danger.
