You're not pitching it hard enough; you need a bit of patter, but can't misrepresent.
It would be er, legitimate to describe, in addition to provenance, how the vessel was possibly, (the operative word) possibly caressed by the very lips of one of Gaddafi's virgin female bodyguards:

Given it probably comes from a 5,000-piece set, might the reserve be a tad high?

PRT could you get a photo of the base of the cup/saucer for the markings? A grand is a touch steep unless it has something more to prove provenance...
On another note, when the old boot finally resettles in an overly luxurious bolthole in South America - do pass on my details, he clearly is in need of an interior designer with half an ounce of taste....
